Hong Kong Welcome Hub Year 3 Strategy

On 09/06/2023, COSLA’s Community Wellbeing Board approved the Year 3 Strategy for the Hong Kong Welcome Hub. The Hub is funded by the Department for Levelling up, Housing, and Communities (DLUHC) through COSLA’s Strategic Migration Partnership structure.

The strategy builds on work to date, and centres around the following key activities:

  • Build on the recommendations from the Year 2 Hong Kong Engagement Group and incorporate key learnings into the programme design.  
  • Build on the success of the ESOL & Employment Pilot Scheme by running the programme for a second year, with a new tender process to select potential projects. 
  • Set up and run a Hong Kong Stakeholder Group to bring together key actors and agencies to foster partnership working. 
  • Continue to work with IOM to identify appropriate support for vulnerable migrants requiring immigration advice.  
  • Launch a community fund for local Hongkonger-led projects supporting local communities.  
  • Explore opportunities for (co)commissioning community outreach support, particularly in-person advice / support to compliment our online resources.  
  • Continue to create and share guidance via the Welcome Hub and the newsletter.  
  • Disseminate relevant guidance to local authorities, such as outputs from our forthcoming research.  
  • Explore opportunities to co-commission joint activities with other Strategic Migration Partnerships across the UK. 
  • Continue to engage with national partners on potential opportunities to engage with Hongkongers. 

The third year of delivery will commence from August 2023 and will run till July 2024.
